The young midfielder has been a hotly contested target, with both Brighton and West Ham vying for his signature. The negotiations have developed quickly for the Hammers with a deal involving Lucas Paqueta now discussed, as both permanent and loan options are being been explored.
Initially, Brighton seemed poised to acquire Palmer, with advanced talks occurring back in July. However, complications arose as the Seagulls aimed for a permanent deal or a loan with an option to buy, while City insisted on a straightforward loan arrangement.
